WARRENTON — David Kelley, a senior at Warrenton High School, won first place in the state Voice of Democracy essay contest, sponsored by the Veterans of Foreign Wars. Along with an all-expense paid trip to Washington, D.C., in March, he won $2,100.

To qualify, Kelley had to win at the local level, which was sponsored by VFW?Fort Stevens Post 10580 in Warrenton, then win at the District II level, competing against 16 districts in Oregon. He will go on to compete against other state winners at the national level, where the top prize is a $30,000 scholarship.
