Capt. Steven Barnard was selected as the 2013 recipient of the Gen. Thurmond Outstanding Junior Officer Award at the recent national convention of the Reserve Officers Association in Washington, D.C. This national award recognizes the achievements of an junior Reserve officer, on an annual basis.

In addition, Barnard was elected to a national ROA office, and will now serve as the junior vice president, Army, for the ROA on its executive committee. He is a resident of Fayetteville, N.C., and has been a leader with the ROA at the local and state level, serving in numerous volunteer positions with the Fayetteville, Fort Bragg/Pope Chapter.

Barnard graduated from Warrenton High School in 1990. He is the son of Howard and Marilyn Barnard of Warrenton.
