Measure 73 would impose or increase mandatory minimum sentences in certain drunken driving and sex crime cases.

Where did it come from?

This is the latest in a series of get-tough-on-crime measures promoted by Salem lawyer Kevin Mannix, a former state legislator and frequent candidate for statewide office. His previous political forays were backed by Nevada multimillionaire Loren Parks, but a rift over money ended that collaboration earlier this year, according to a recent article in The Oregonian.

In Measure 73, Mannix has pulled together two unrelated, hot-button crime categories that seem calculated to generate a visceral response from the public.
