April 13

5:19 p.m. 80300 block of Pacific Road, Arch Cape: assistance provided to another agency. Report of a fire out in the ocean and off the horizon. Officer arrived and made contact with the complainants, was able to see the possible fire. Officer was unable to identify exactly what the object was but agreed it did look like a fire. Officer contacted the U.S. Coast Guard and advised of the suspicious circumstance. Coast Guard later reported that nothing appeared to be out of the ordinary, and no ships appeared to be in distress.

6:03 p.m. Haystack Rock: missing person. Received report of a missing child last seen running south on the beach toward Haystack Rock. As officer approached the beach access on Gower Street, officer was advised by dispatch that they had located the child.

April 14

12:13 a.m. U.S. Highway 101: driving without privileges: subject was cited for no operator’s license.

4:46 a.m. Haystack parking: camping within city limits. Subject was warned for unlawful lodging per city ordinance.

1 p.m. U.S. Highway 101 at milepost 30: welfare check. Officer checked on a male walking on the highway with no shoes. Subject was fine and turned down a ride. He explained that he and his girlfriend had an argument and she threw out his shoes and left without him. He planned to walk to Rockaway. (At 3:23 p.m., officer gave the subject a courtesy ride south.)

11:19 p.m. Tolovana Wayside: camping within city limits. Subject warned for city ordinance on overnight camping.

11:49 p.m. 100 block of Brallier Road: dog/animal complaints. Officer assisted citizens in locating a lost black lab. Dog was located by officer on beach, dog returned home and was reunited with its owner.

April 15

7:33 a.m. Whale Park: camping within city limits. Caller reported a tent on the beach. Officers located the tent, which was unoccupied and appeared to be a wind break.

1:15 p.m. Elk Creek Road: property found. Wallet turned in to the police department by complainant, found on U.S. Highway 101 in vicinity of Warren Way. Officer contacted owner and left message to contact the department. Owner phoned and requested the wallet be returned by mail; wallet mailed.

1:24 p.m. 200 block of North Spruce Street: missing person.

11:19 p.m. Les Shirley Park: camping within city limits. Officer initiated contact with a vehicle parked at Les Shirley Park. Vehicle was found to be unoccupied. Occupants were advised of city ordinance regarding overnight camping, warned for the violation and assisted in locating a place to stay for the evening.

April 16

11 a.m. 100 block of East Dawes Avenue: welfare check.

12:03 p.m. 2900 block Pacific Avenue: false alarm.

1:36 p.m. 100 block of East Van Buren Street: false residential alarm, caused by owner’s pet dogs.

2:08 p.m. 100 block of East Van Buren Street: false residential alarm, caused by owner’s pet dogs.

April 17

8:29 p.m. U.S. Highway 101 at milepost 27.5: assistance rendered.

8:38 p.m. 100 block of East Dawes Avenue: suspicious circumstances.

April 18

4:37 p.m. 100 block of West Madison Street: assistance provided to another agency with a medical call.

9:44 p.m. 300 block of Elk Creek Road: call on a disturbance. Complaint of a large party causing noise. It was kids playing cops ‘n’ robbers who would be going in soon.

April 19

12:20 a.m. Tolovana Wayside: camping within city limits. Two subjects warned for overnight camping.

12:40 a.m. Les Shirley Park: camping within city limits. Subject warned for overnight camping.

12:47 a.m. Second Street restroom parking lot: camping within city limits. Two subjects warned for overnight camping.

12:57 a.m. East Second Street: camping within city limits. Two subjects warned for overnight camping.

1:04 a.m. East Second Street: camping within city limits. Two subjects warned for overnight camping.

7:52 a.m. Dunes at Breaker’s Point: officer advised unlawful lodgers of city ordinances.

12:14 p.m. 1700 block of Forest Lawn Road: burglary I.

12:40 p.m. Sixth and Roosevelt streets, Seaside: assistance provided to Seaside Police Department with a fugitive search.

5:13 p.m. 3500 block of South Hemlock Street: camping within city limits.

6:32 p.m. 1100 block of South Spruce Court: dog/animal complaint. 911 caller reported a found dog. Neighbor claimed dog before officer could arrive.

6:39 p.m. 200 block of West Noatak Street: assistance provided to another agency.

6:53 p.m. 300 block of Sunset Boulevard: dog/animal complaints. Providence Seaside Hospital mandatory report of a dog bite. Officer met the family at the hospital.

11:34 p.m. Recycle Center: camping within city limits.

April 20

12:20 p.m. 1200 block of Pacific Street: dog/animal complaints. (Log: Caller reported finding dog. Owner claimed before officers were dispatched. Caller did not get name of owner.)

1:19 p.m. Tolovana Wayside: camping within city limits. Subject warned for overnight camping.

April 21

12:06 a.m. Les Shirley Park: camping within city limits. Subject warned for unlawful lodging.

9:59 p.m. 100 block of East Dawes Avenue: other all. Subject reported she believed her phone was tapped. Officers arrived. Subject requested officers to dismantle phone for her in search of a chip. Officers declined. Subject became agitated, stated she would take phone apart on her own. Officers cleared.

4:52 p.m. 100 block of East Gower Street: assistance provided to another agency with a child medical call.

10:36 p.m. 200 block of Hills lane: suspicious circumstances. Subject contacted for unlawful lodging.

April 22

6:34 a.m. North entrance to Cannon Beach: dog/animal complaints. Responded to a complaint of elk in roadway. Herded elk out of highway and into the woods.

5:43 p.m. 3400 block of South Hemlock Street: assistance provided to Cannon Beach Rural Fire and Rescue and Medix with a male patient who had fallen at the Tolovana Inn. Patient was transported to Providence Seaside Hospital.

10:22 p.m. 100 block of Dawes Avenue: call for information. Officer responded for report of neighbors arguing and fighting. Officer made contact with the complainant and was advised that she had heard the voice of a male victim through telepathy that he was being beaten and tortured in the attic next door. The beating had been going on all day, and the complainant was told not to report anything to anyone; the complainant forgot and then dialed the police department. Officer advised the complainant to stay in her apartment. Officer attempted contact with the adjacent apartment where the supposed noise was coming from; there was no answer.

11:36 p.m. Sandpiper Square: camping within city limits. Case taken for unlawful lodging. Officer initiated contact with vehicle parked in Sandpiper Square. Vehicle was found occupied. Officer advised occupants of city ordinance regarding overnight camping. Subject replied they were staying at the conference center. Officer also advised of the curfew and reminded the subjects they had to return to the conference center soon. Subjects understood.

April 23

4:28 a.m. 500 block of North Laurel Street: public assistance.

7:23 p.m. U.S. Highway 101 at milepost 29: Officer assisted motorist on side of highway near milepost 29. Vehicle was stuck in ditch and required tow. Officer awaited the tow truck’s arrival and assisted with traffic control. Vehicle was successfully removed from the ditch and officer cleared.

April 24

1:06 a.m. 100 block of East Dawes Avenue: call for information. Subject called 911 to report that my mind was being controlled by remote and shut down at the controller’s will. Ongoing mental health issue.

1:27 a.m. 100 block of East Dawes Avenue: call for information. Same report as last. Second call.

2:05 a.m. 100 block of East Dawes Avenue: call for information. Same report as last. Subject advised not to call 911 unless it is a life-threatening emergency. Subject called back two minutes later to report neighbor was threatening to kill and was holding over nine people hostage in their apartment. Contacted reporting person. Ongoing mental health issue.

7:09 p.m. 100 block of East Dawes Avenue: call for information.

7:34 p.m. 100 block of East Dawes Avenue: assistance provided to Cannon Beach Rural Fire and Rescue. Dispatched to a report of a female with abrasions on her wrist and a red and black line running up her arm. Caller taken to hospital by Medix without incident.

9:16 p.m. 100 block of East Dawes Avenue: welfare check. Officer responded on request of a welfare check. Officer met with the complainant who reported the neighbor’s dog was continuously barking and stated they were unsure if anyone was home. Officer advised the complainant that the owner was not present and there was nothing that could be done at the moment to keep the dog quiet.

April 25

10:21 a.m. 1700 block of Forest Lawn Road: property crimes. Reported theft of a mattress. Officer arrived. Civil compromise reached. Mattress returned to owner. Complainant did not wish to pursue charges.

11:25 a.m. 700 block of Oak Street: false alarm. Reported burglary alarm. Officer arrived on scene and made contact with owner’s grandson, who accidentally triggered the alarm.

10:22 p.m. 300 block of Elk Creek Road: emergency medical response. Cannon Beach Fire and Rescue call to Cannon Beach RV Resort. Female with possible heart attack. Transported by Medix to Providence Seaside Hospital.

April 26

1:52 a.m. 100 block of East Dawes Avenue: suspicious circumstances. Subject is fine with blankets and foam mattresses underneath them. Subject is afraid to go inside because of the snakes inside house. Subject said was OK.

4:33 a.m. Oak Court: camping within city limits. Unlawful lodger sleeping in vehicle, advised of code, moved.

12:55 p.m. Hemlock and Second streets: parking. Complaint of a delivery truck parked on the crosswalk. Officer arrived and made contact with the driver. All loading zones were already occupied. Driver reported he was almost done unloading. Officer cleared. Caller phoned back, displeased with the outcome. Caller was advised that the officer was en route to a priority call but that she would return when she could.

2:30 p.m. 100 block of West Washington Street: theft II. Theft of approximately one half cord of firewood.

3:44 p.m. 100 block of East Second Street: trespass notice.
