Starting this summer, tuition at Clatsop Community College costs $99 per credit.

Clatsop Community College’s Board of Directors Tuesday approved a raft of policies, including a raise in tuition and President Lawrence Galizio’s contract.

“The $15 million state appropriation from the 2013 legislative session for all 17 Oregon community colleges to mitigate tuition increases has been recast as a one-time allocation,” wrote Galizio in his recommendation of the $1 per credit tuition increase.

The increase, he added, helps the college add back a full-time automotive instructor and a full-time enrollment coordinator in Student Services. The college’s Budget Advisory Committee unanimously supported the increase at its April meeting.

President gets a raise

The board approved a 7-percent raise from this to next year for Galizio.

A committee appointed by the Clatsop Community College’s Board of Directors recommended the raise, starting in the 2014-15 academic year. Galizio, who voluntarily forwent a cost-of-living adjustment (COLA) this year and has been at $128,520 for two years, will earn $137,516.

“Dr. Galizio has consistently received excellent performance evaluations form the board beginning with his first year,” wrote board member Frank Satterwhite of Galizio, who holds a Ph.D. from Portland State University’s School of Urban & Public Affairs. “Evaluations have included input from all employee groups from within the college, members of the community, and state-level community college and other leaders, in addition to board member observations.”

The committee compared presidential compensation at Clatsop with other smaller, rural institutions. They included Blue Mountain, Columbia Gorge, Klamath, Oregon Coast, Southwest Oregon, Tillamook Bay and Treasure Valley community colleges.

Including base salary, annual cost of annuities and the Public Employees Retirement System (PERS), compensation at those institutions ranged from $97,520 to $164,300, or an average of $135,734.

In other news, the board approved:

• An honors program championed by Galizio as a way to enhance the academic reputation of Clatsop. Students who participate in the rigorous academic program would be recognized with an “Honors” designation upon graduation and be eligible for similar programs at universities. • The college’s ability to spend more than $50,000 for the purchase of a new computer-based navigational information system for the college’s research and training vessel, the Forerunner. Training on the system, named the Own Ship Nautis Electronic Chart Display and Information System, is a requirement from the U.S. Coast Guard. The college’s maritime program requires it to make sure students are trained according to the Coast Guard’s standards.

• The ability to spend more than $50,000 on architectural design related to the proposed Health and Wellness Center. The center, which the college received $8 million from the state to build that it needs to match by 2019, would include student recreation and academic space.

• A 1-percent cost-of-living increase for administrative, supervisory and confidential classified employees for 2014-15. It also awarded those eligible with step increases in salary, along with a 5 percent increase in the college’s insurance premium cap. The increases are in line with those given to faculty and less than those given to classified employees.

• Minor changes to the college’s grading policy. The changes eliminate the “Z” grade given to students who don’t complete a course and the “SP” grade for students who made satisfactory progress toward a course’s skill outcomes.
