CANNON BEACH — A master plan for the development of the 58-acre property south of town is under way

Cannon Beach City Council took the first steps Tuesday on forming a group to work on the property, which is planned as the site of Cannon Beach Academy, a charter school.

The City Council decided at an earlier work session to form a “master plan committee.” So Tuesday, City Planner Mark Barnes presented an outline that identifies who the committee parties should be and a list of informational resources to use as members create the master plan. He also offered a 14-month schedule for the committee to follow, though this is subject to change.

Once formed, the five-member advisory committee will report to the City Council as the plan comes together. Eventually, the committee will prepare recommendations related to land use and development of the property, which consists of 55 acres owned by The Campbell Group and a 3-acre sports park already owned by the city.

Representatives from the City Council, Cannon Beach Academy, Haystack Heights Neighborhood, the Campbell Group and the North Coast Watershed Council will sit on the committee, with Barnes as its city staff liaison.

The City Council appointed member Wendy Higgins as its committee representative; member Sam Steidel will be her understudy.

Who will compose the rest of the committee remains an open question, but City Council member Melissa Cadwallader proposed that, ideally, they would all be Cannon Beach residents.

The council probably won’t ultimately purchase the acreage until sometime in December. Right now, it just has an option to purchase the property.

The master plan committee will consult representatives from the Oregon Department of Transportation, the Oregon Department of Land Conservation and Development, the city’s Food Pantry, its Emergency Preparedness Committee, Public Works Director Dan Grassick and Police Chief Mike Balzer on an as-needed basis.
