The Clatsop County Emergency Food and Shelter Program Local Board No. 709600 has been awarded $11,539 in federal funds to supplement emergency food and shelter programs in the county through the American Recovery and Reinvestment Act of 2009 (ARRA) for the Emergency Food and Shelter National Board Program.

The selection was made by a national board that is chaired by the Department of Homeland Security's Federal Emergency Management Agency. A local board, made up of representatives from the Department of Human Services, Catholic Charities, The Red Cross, The Salvation Army, Clatsop Community Action, The United Jewish Community (position vacant), a formerly homeless person and a Native American (position vacant), is responsible to determine how the funds awarded to Clatsop County will be distributed among the emergency food and shelter programs run by local service agencies in the area.

Under the terms of the grant from the National Board, local agencies chosen to receive funds must: be a private voluntary nonprofit or unit of government; have an accounting system; practice nondiscrimination; and have demonstrated the capability to deliver emergency food and/or shelter programs. Private voluntary organizations must have a voluntary board.
