At 7:21 p.m. Tuesday, Astoria Police stopped Joanne Marissa Rice, 22, of Beaverton, and Timothy James Carpenter, 24, of Astoria, at the entrance of the new Youngs Bay Bridge. Rice was arrested on a warrant from the Warrenton Police Department and for possession of heroin. Carpenter was arrested on a detain-request from Washington County Parole and Probation and for possession of heroin.
At 2 p.m. Sunday, Oregon State Police cited and released Kevin Ray Scales, 42, of Clatskanie, for driving under the influence of intoxicants (alcohol). He was initially stopped for driving on the shoulder along U.S. Highway 30 near Woodson Road and for failing to properly signal a turn. He was also cited for driving uninsured.
