As of 5 p.m. Monday, 3,444 ballots (16.1 percent) for the May 19 special district election had been returned to the Clatsop County Elections Office. There are 21,361 registered voters in the county.

That number varies depending on how many ballots the post office returns as undeliverable.

The Elections Office reminds voters that postmarks don't count, so as election day nears voters should make themselves aware of ballot drop locations.

A wrinkle in this election is that the rate for first-class stamps rose from 42 cents to 44 cents Monday. Voters who put their ballots in the mail need to make sure they have postage for the new, higher amount on the envelope.

The U.S. Postal Service's first-class "Forever Stamp" will work after the rate change.

The local highlights for the May 19 ballot include elections for officers on the boards for the Port of Astoria, Clatsop Community College, school districts, health districts, water districts, recreation districts and other districts. There are also five local measures on the ballot.

Clatsop County Clerk's Office, Public Services Building, 820 Exchange St., Astoria, open 8:30 a.m. to 5 p.m. Monday through Friday and 7 a.m. to 8 p.m. on election day to receive ballots;

24-hour drive-up drop box outside the office, 820 Exchange St.;

Cannon Beach City Hall, 163 E. Gower St., 8 a.m. to 5 p.m. Monday through Friday and 8 a.m. to 8 p.m. on election day to receive ballots;

Seaside City Hall, 989 Broadway, 8 a.m. to 5 p.m. Monday through Friday and 8 a.m. to 8 p.m. on election day to receive ballots;

Warrenton City Hall, 225 S. Main Ave., 8:30 a.m. to 5 p.m. Monday through Friday and 8:30 a.m. to 8 p.m. on election day to receive ballots;

Knappa High School, 41535 Old Highway 30, 8 a.m. to 3 p.m. Monday through Friday and 8 a.m. to 8 p.m. on election day to receive ballots;

Mist-Birkenfeld Fire Hall (Official Columbia County drop site), 12525 Oregon Highway 202, Mist, 8 a.m. to 5 p.m. Monday through Friday and 8 a.m. to 8 p.m. on election day to receive ballots;

Clatskanie Library (Official Columbia County drop site), 11 Lillich Street, 10 a.m. to 7 p.m. Monday through Wednesday, 10 a.m. to 5:30 p.m. Thursday through Saturday and 10 a.m. to 8 p.m on election day to receive ballots.
