A new report finds a host of problems at the state Employment Department.

The report, by the Department of Administrative Services, found evidence of troubled leadership, poor communication and low employee morale.

The Salem Statesman Journal reports that Chief Administrative Officer George Dunford was fired after the report came out.

Employees reported "bullying, disrespectful behavior and targeting of employees," and one person says he was told to falsify documents.

Dozens of employees were interviewed, from the human resources, finance and information technology divisions.

The Employment Department's interim director says he views the report as an opportunity to turn around a struggling agency.
