Help me understand. ("Artist doubly upset as water main break floods basement," The Daily Astorian, Aug. 11) A senior tax payer in the community has her personal property damaged by a 6-inch water main broken beyond her meter and the city's insurance company says the incident is "not the city's responsibility?" And, the excuse is that the city "did not know of any existing defect with the pipe?"

I'm not an attorney, but if the city "had known" we (the city) would be guilty of negligence. I am sure the city has the time to explore, at its leisure, whether the break was caused by "movement or material failure." That is an issue that the city should explore for its own damages. Please don't pass our buck, bad penny or pathetic piping off on our responsible tax and utility payers. Pay up to the poor woman.
