Nonsmoking laws keep proliferating. Why? If tobacco smoke is dangerous and habit-forming to users and the public in general, why is it not just declared illegal, like heroin or marijuana?

Multiple laws telling people where they are not permitted to smoke are very convoluted, and somewhat unenforceable in some cases. Seems like a waste of lawmakers' time and taxpayers' money. The easy way is just one law, making cigarettes illegal.
